blank rows

for aesthetic reason i would like have my grid with fixed number of rows, say 20 rows. So what i do is i add blank data if records listed is less than 20.

Problem: sorting will include blank data, there will be instances when the blank rows will be at the top of the grid.

How do i work around this?
