next previous new view edit modify save functionality

suppose the data is in form format like this
two buttons on top next and previous
keeping my cursor on employee id then
upon clicking on next button I should be able to veiw next record and edit the next record and save it and simillarly for previous button

now if I place my cursor on commision id and do the same data in top header employee id and address should be same. but i should be able to navigate between diffrent commsion id for same employee.

Data relation : 1 employee- multple commission id
one commission id --multiple Accounts
