creating a new pane

Hi,
I would like to add a new pane like the header at the top of the grid, which may contain the heading and some buttons and images.I have seen that the parts of the templates hav been aligned using absolute positioning.How could i insert a pane at the top.
Any suggestions please...looking forward for an answer..
